It will be a busy season!

Happenings - New Business:

  • Todd told about progress at PAC Parksville Arts Center - thanks to Nick helping with the grant for PAC. Renovations have begun.

Also, a grant for 29 Main St is secured, not enough for the whole project, but it is back on track.

There will be these businesses inside:

  • Laughing Cat Coffee - official coffee brand for Bethel Woods with a drive thru

  • Lefty Lucy Bar - on the main floor

  • a commercial commissary kitchen for breakfast, sandwiches, etc. Also for outdoor events.

   - Marcus, New Memories: Marcus got Planning Board approval for an entertainment hub for arts, culture and locally sourced hospitality. He is working on getting approval for a tavern with pizza & bar. On April 1st there will be a public hearing in Town Hall for approval of this project. You showing up to support is welcome.

Marcus announced the First Friday March 7th at New Memories. Local entertainers & Double Up providing food.

Just passed, and was a success.

Marcus described the Winter Burn Festival, which happened February 22nd, hosted by ZAC MAX and Double Up, with a welding sculpture demo and a ping pong tournament, was a success.

    - Hope (on Zoom) described her project for a Free Library at the corner of the Pharmacy in Parksville. There will be a glass booth with books to share, and eventually creativity stations for art, pottery, etc. She applied for a grant, and will keep us posted as to the development. It would be open in the morning, specifically when kids go to school.

  • Adrian is excited about Bruce Davidson’s project (2 storefront buildings) on the corner across from the Sunoco.

Bruce wasn’t present to talk about it, but Adrian mentioned a lot of progress is visible.

  • Rose  (on Zoom) is getting a Dove for Arrowhead Ranch.

Arrowhead Ranch has list of public events to share, looking for vendors and sponsors (See attached flyer - important - contains all the events planned).

  • Nick announced that a Court Date for the Paramount Hotel is scheduled for Monday March 24th at 11:00am. 
    Location: 120 Main Street, Town Hall Court Lower Level, entrance on building’s right side parking. 
    The owners are required to put the fence back and address many other code violations. 

            The public can attend, but not participate. Would be a very good thing to show public concern by being there. 

Cabernet Frank’s discussion

Nick talked to RJ who confirmed that they did move to Buffalo NY. Nick will reach out to RJ again to see if they are planning any pop ups this season. Todd mentioned that we should know if they are selling. So far, not looking like their property is on the market. Would be good for the members to know, so we can bring in interested parties. Nancy Salvemini mentioned that for now, the only commercial property for sale in Parksville is the I86 Diner.

  • Adrian is asking if any members are interested to volunteer to make a calendar of events for Parksville? We have so many coming up, that it would be great to have a concise list of events available. Please contact Adrian (adrian@parksvilleartscenter.com) or Kim (kimrayevsky@gmail.com).

UPCOMING EVENTS:

TSTS - Conpac presents a film festival May 17th at New Memories. Submissions for a 2 minute film entry by May 1st. The details are at PAC’s website Events https://www.parksvilleartscenter.com/events

Todd described  last year’s festival - the award show was crazy entertaining. 

Judges this year include professional filmmakers such as Michel Negroponte and others.

This year there would be a new category - Parks Award - for the best representation of Parksville.

  • Jordan Harvey will pass this information on to the School of Visual Arts in New York City.

June 6th & 7th - Spring Bazaar and Makers Market
June 6th - First Friday & Spring Bazaar : doors open at 6pm
June 7th - Spring Bazaar & Makers Market: 12-5pm

June 14th - Trout Parade

      Post Trout Parade Music Festival - New Memories

      New Memories will have an event for musicians playing on the parade’s floats to come play at New Memories, for 2 hours,       after that more music.

June 21st - Clown Daddy presents - New Memories:

      Hamlet, a one person theatrical event, starring Clown Daddy and a cast of extraordinary puppets.


August 16th - 4th Annual B’Kawk Festival - 29 Main St, vendors, food vendors, music.

October 5th - Borscht Belt Historic Marker Dedication at 2pm

      Old Route 17 & Short Ave, the 24th marker celebrating Parksville

      Marisa Sheinfeld is doing a lot of them in Sullivan County.

Add all of Arrowhead Ranch’s events throughout the summer! (their schedule is in the attachment here, and on their website arrowheadranch.org)

Everyone, please mark your calendars! ...Including the Daffodil Project:

Hope (via Zoom): spoke about the Daffodil Project - Jerry Klinger, president of the Jewish American Society

      He is the benefactor of the Borscht Belt Marker Project with Marissa. He will be donating a marker for Morningside Park and for a location at the Government Center in Monticello.  Along with those markers, there’s a collaboration with the Daffodil Project to plant 3000 daffodil bulbs at each of those locations.  That will be late September-mid October 2025

          - PAC synagogue might get their own marker
      - Kutchers marker is next after Parksville.

Nick mentioned that Marisa contacted the Town 2 years ago and then the process started for the County.

  • Justine suggested that the Breezy Hill Hotel may get a marker.

    OTHER POINTS OF DISCUSSION:

Westbound FOOD sign on Route 17 is missing.

Westbound sign was allegedly hit by a tractor trailer and is gone.

Nick will see if the Town can help restore it.

  • Hope said the Liberty Museum & Arts Center has these 2 participatory events this summer:

  • July: A retrospective on the history of Greater Liberty and Sullivan County;

                 -  Submit photos and artwork showing the past of Liberty, Parksville and Sullivan County;

  • August: World Photography Month

                The Liberty Museum and Arts Center will host photography strolls (this may be moved to the last weekend in July).

                 - People have a few weeks to snap photos for the theme: The Beauty That Is Sullivan County; These should be current                   photos. They can bring their ready to hang framed photos to LMAC in mid-August to become part of the display. 

Also, Temple Sholom in Monticello is hosting Honoring Survivors and Their Rescuers Through the Generations. If people have poetry, prose or artwork they would like to submit, please reach out to Hope (hopedoc1@gmail.com). This is the educational component of the worldwide Daffodil Project.

  • Nick thanked Barry Friedlander & Amy and Jeff Brightfield for organizing snowplowing for the SNO&W Rail Trail WalkFebruary 22nd.

Michele’s Park Project (across from the Pharmacy on the small empty lot) - Nick said he is contacting the person who bought the lot at auction. The property can not be developed, and the Town would like to discuss with the owner if it can be transfered to the Town.

The Pharmacy - Nick reaching out to Sarah Litwin to see when she would be able to start renovations.

  • Nancy (on Zoom) - The Town is holding the planters for the Pharmacy corner for the winter. Need volunteers to replace them in Parksville when the spring comes. Nancy volunteers to help, but more volunteers needed. Please contact Kim (kimrayevsky@gmail.com) if you’d like to volunteer.

New York Restore Grant

PAC & 29 Main St got grants that enables them to move forward with their projects

Code Enforcement
Town of Liberty condemned the building at 37 Main Street, people forced to move out, and owner is restoring.
Many properties in the hamlet received code violation notices.

Lilly Pond Road and Hunter Road Resurfacing
Frank spoke to Highway Superintendent, and the roads are on this year’s schedule

Paramount Court Hearing Upcoming.
Town of Liberty Code Enforcement citing owners for safety violations. Buildings must be raised.

*** There will be no Halloween Parade on Main Street this year, but at New Memories there will be a Trick or Treating event before the shows each day.

 Code Enforcement 
The Sheriff’s office is not responding to PPC Board’s request to have someone come for a meeting for advice/help to fix tension on Main Street.
Frank DeMayo: Suggested to ask Liberty Village Police Chief Steve DeGotta for advice. He said Code Enforcement is doing what they can, and he will put more pressure on enforcement, but it is difficult to enforce. The process is the Town Cide Enforcement Office writes a ticket to a property owner, then property owners don’t pay the fines, they are summoned to Court, but may not appear in Court. Some do not live here, and very hard to enforce in that case.

Maybe get press in when cleaning is being enforced. The Town gives the property owner a deadline to clean up. If they miss the deadline, the Town can enforce a clean-up, at the property owner’s expense. The bill for the violation and clean-up become a tax lien if not paid.

Joe Peters got angry at a driver who allegedly gave him the finger, and he chased the driver down, and broke his car windows with a baseball bat. The Sheriff was summoned. We do not know the outcome.

The Paramount
The owner of HASC on Parksville Road is rumored to have bought the Paramount property.

Fiddles – Dari-King & Charlie’s
The owner Bruce Davidson got final approval and waiting for contractors to start.

The Veteran’s Memorial
The group that was officially maintaining the Memorial, The Sullivan County Long Beards, wrote a letter that they are no longer able to maintain it. Letter by Donna Kortright.

Adrian will talk to Mikey and Billy to continue to maintain it.

Parking Maintenance
Frank: The Church and Fox Mountain parking lots will be maintained.

PPC Board Restructuring

Rob Rayevsky, who volunteered for the vacant Vice President position, is voted in.

Rob sits with Adrian, President & Kim, Secretary as meeting progresses. 

Code Enforcement 
                Properties needing immediate attention:

                        I-86 Diner – tenants behind diner

                       Joe Peter’s dumpster and front area on Main Street

                Frank DeMayo: The Code Enforcement Officer Rich Manley now has an attorney to enforce the code. If a property owner does not comply, there will be a fine, and if not paid, will be added to their tax bill.

Bruce Davidson: The Paramount property is a major problem. Vandalism.

                                                  Bruce added that he is restoring the 2 Fiddle’s properties across from the Sunoco to be a veggie stand and a pizza shop.

Art Steinhauer asked if ok to write about this meeting in Manor Ink – Board approved.

Member Judy Sissleman: Parksville was a tight knit community back in the day. We need to clean it up.

Nick Rusin: From now on, add minutes of meeting to Parksvilleny.org website. Kim will implement.

Todd Perlmutter: Dead End Café is now officially for sale. James Karpowicz is the listing agent. Synagogue/PAC (Parksville Arts Center): working with CFOS Foundation on grants.

Letter of Support   A letter of support was circulated to the Town of Liberty, the Sheriff’s and the DA’s offices. Please see attached Letter of Support.

         We have not heard back from the Sheriff’s or DA’s offices. 

         Many people are agreeing that Joe Peters is bulling a number of people.

Frank DeMayo: It is best to engage with the professionals for advice.

Bruce Davidson: Similar problems in the village. Businesses should open up, eventually he should move on.

Frank: We will try to get the Sheriff or a representative from his office to come to the next PPC meeting, May 14th. Good to try to get as many members attending that meeting as possible. Get Chief of Fire Department to come also. Frank will talk to the Sheriff.

Amy Brightfield: As a whole, the community is trying to revitalize Main Street Parksville. The issue is not isolated to Joe Peters vs Cabernet Franks. The problems drugs and code enforcement are destabilizing issues. 

Summer Art Projects
              
 Nick: Town has $1000 grant for murals projects:

               Kim: 1) Retaining wall on Parksville Road next to I-86 Diner, across from Dead End Café: Need to get approval from the Dept of Transportation, Ed Mall.
                         2) Mural by Daniel Soares 
                         3) Installation by Rob Eaton – drummer man. Real drum set with ceramic life size man playing.
                        4) Restoration of the Kutchers billboard

Rail Trail 
      
The Town of Liberty is working on acquiring the lands for the extensions from Parksville to Liberty and Parksville to Livingston Manor. The Parksville to Liberty segment almost secured with property owners’ ok. 
Minimize the amount of walking on the road. Would be good to have artwork on the wall there on Fox Mountain Road at the entrance to the trail to Livingston Manor. Planning on a small bridge over the stream. Working with the Town of Rockland and property owners, and with the Dept of Transportation abandonment land program – some to the Town & some to the County.

Happenings around the hamlet and Q&A

August 17 – 3rd Annual B’Kawk Festival – chicken themed. Brooklyn band The Giraffes performing so far.

June 1st – National Trails Day. Get community engagement, kids from the schools to participate, set up a table in Prksville. Adrian will do the flyer. O&W will have their own flier – Nick will send one to Kim. Gear it to awareness of the Parksville Trail. Benton Hollow Road – bridge/road alteration in 2025.
